A file from the ASTER database that reproduces the issue.

If you attempt to import an Ascii/Text file that is "Windows format" (meaning each line ends with a carriage return AND line feed), then every other line in the data is blank.

In addition, some of the ASTER spectra are not expressed as fractions (0 to 1) but as percentages (0 to 100).  So an option to handle those is desired.

Added the filtering of '\r' in QDTextImportWizard.cpp (see r9595).

Added the option to choose between data range from 0 - 1 or 0 - 100 (see r9594).
