This new error was added as an "electric fence" in the DIRSIG core library to catch any code that was tracing rays without correctly setting the time. Adding this check verified that the main DIRSIG simulation code was functioning, but we neglected to test every support program (which includes sumo2dirsig). This tool traces rays at the scene to determine the Z height for each vehicle as part of the 2D (SUMO is a 2D world) to 3D (DIRSIG is a 3D world) translation.
