Problem:

The GUI has the option to set an offset for an independent clock, however this value is ignored (nothing is written to the "offset" tag of the clock). Additionally, if a (valid) independent offset tag existed in the platform file prior to being loaded into the GUI and subsequently saved, the offset will be lost.

Reproduce:

Attempt to save out any independent clock offset from the GUI.

The CDSimulationClock::store() function was missing the code to add the independent offset to the output.

Patch is verified in trunk (4.6 dev) and the 4.5.4 release tag.
